Update (June 2026): Following MNU's release of this report on May 27, 2026, the Manitoba government publicly released the same Executive Summary through a provincial news release and passed legislation related to minimum Nurse-Patient Ratios on June 5, 2026.
MNU is pleased to share the Executive Summary of the Nurse-Patient Ratio (NPR) Sub-Committee Report, which was submitted to Manitoba's Minister of Health, Seniors and Long-Term Care in December 2025.
The NPR Sub-Committee is a tripartite committee made up of representatives from the Union, Employers, and Government. The committee was tasked with developing recommendations for minimum Nurse-Patient Ratios (mNPRs) in Manitoba healthcare settings.
The report is accompanied by an appendix, which outlines ratios and/or staffing recommendations for all acute units and non-acute/community settings.
As discussions around mNPRs continue in Manitoba, MNU believes it is important to make this information available now. After the report was submitted, a subsequent meeting took place in March 2026. Since then, MNU has been awaiting further action from the Province to allow this important work to continue. With little movement to date, MNU is releasing the Summary Report and recommendations to ensure transparency and to highlight the significant work that has already been completed.
These recommendations represent an important milestone, but they are only the beginning of the work ahead. Meaningful engagement with frontline nurses will remain critical as implementation discussions continue and recommendations are further developed.
